UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.  New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York.  The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office of Counter-Terrorism to implement the project activities for the “Towards a Comprehensive Implementation of United Nations Global Counter-Terrorism Strategy in Central Asia”.

In 2010, the Counter-Terrorism Implementation Task Force Office of the United Nations and the United Nations Regional Centre for Preventive Diplomacy for Central Asia, with financial support from the European Union and the Government of the Kingdom of Norway, initiated a project to assist the Central Asian countries in devising a regional plan of action to implement the four pillars of the UN Global Counter-Terrorism Strategy. This initiative spanned two phases from 2010 to 2017, and culminated in a High Level Dialogue on the Implementation of the UN Global Counter-Terrorism Strategy in Central Asia, held in Ashgabat, Turkmenistan, on 13 June, 2017 chaired by the UN Secretary-General António Guterres. The meeting led to the adoption of a second Ashgabat Declaration where countries committed to enhanced regional cooperation in counter-terrorism and prevention of violent extremism.

Current Phase III seeks to assist Central Asian countries to adequately respond to emerging challenges of fighting terrorism and preventing violent extremism in the region, as well as to provide continued and coordinated UN System support to the regional countries in implementing the JPoA, within the following parameters and based on the request of the Central Asian States. Phase IV is expected to be launched in July 2021, taking in consideration lessons learned, new challenges and trends in the region. 

The project “Towards a Comprehensive Implementation of United Nations Global Counter-Terrorism Strategy in Central Asia” falls under the overall strategy of the UNOCT based in New York. UNOPS is the implementing partner of UNOCT for this project. Its goal is (i) to assist in the development of a national and regional counter-terrorism and preventing violent extremism strategy, and (ii) to strengthen Central Asian countries’ capacity to implement the said strategy on counter-terrorism and violent extremism under the broad framework of the UN Global Counter-Terrorism Strategy and Joint Plan of Action, through tailored capacity-building assistance.

The incumbent of this position will be personnel of UNOPS under its full responsibility.
