Stop TB Partnership - Programme Management Support Specialist (Strategy & Results)

UNOPS has hosted the Stop Tuberculosis Partnership (STBP) Secretariat since 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

As a key initiative of the STBP, the goal of the Global Drug Facility (GDF) is to facilitate world-wide, equitable access to TB medicines and diagnostics across both public and private sectors. This goal is achieved through management and coordination of market activities for the full portfolio of TB medicines and diagnostics, strategic procurement and innovative logistics solutions, technical assistance and capacity building for TB programmes in better pharmaceutical management practices, and accelerated uptake of new TB medicines, regimens, and diagnostics using the GDF “launch pad.”

The Stop TB’s GDF DRTB Paediatric Initiative is one of the examples of the GDF launch pad approach and since 2019 is fully supported by the Government of Japan.

Under the guidance of the Technical Officer, Market Strategies, the incumbent will serve as a Programme Management Support Specialist and be responsible for leading and managing the workstreams and activities led by the GDF Strategy Team including, but not limited to: 

Programme planning, budgeting, and operations

• Responsible for developing and maintaining workplans and budgets for workstreams and activities that are led by the GDF Strategy team. This will require close collaboration with other GDF teams for cross-team workstreams. Workplans should include milestones and deliverables in alignment with the overall objective of the workstream and the incumbent will be responsible to follow up on completion and shortcomings.      

• Responsible for the implementation, monitoring, and reporting on progress of delivery against agreed upon workplans and budgets. Track progress of implementation and follow-up with key stakeholders as needed. Identify risks to successful implementation or delivery of the workplan and propose corrective actions as needed. 

• When external service providers are required to implement workplans, lead and manage the procurement and/or grant-making process required to engage the provider. Monitor the implementation of the contract/grant, ensuring the provider is meeting deliverables and milestones. Identify risks to successful implementation or delivery and in conjunction with the supervisor implement corrective actions. Ensure payments are made appropriately in coordination with the UNOPS team.

• Lead the development of reports to donors in alignment with Contribution Agreements and final project plans. Analyse inputs from GDF teams and from Stop TB teams as required. 

• Ensure maintenance of the project files and lessons learned are recorded and shared in a proactive manner across the different GDF/STBP/UNOPS teams aiming to improve implementation of future projects

• Manage and lead new proposal development and organise inputs from the relevant technical experts and team members as needed and in a timely manner.

• Lead the quality review and quality control on all documents and deliverables from these workstreams and activities. 

• Ensure GDF Strategy Team led workstreams and activities are implemented in accordance with all relevant and current UNOPS, Stop TB, and/or GDF Standard Operating Procedures.

• Please note, this position is based in Geneva, Switzerland and therefore, the selected incumbent will have to register with the Swiss authorities and comply with local regulations, including but not limited to - Taxation and Social Security - including the employers' contribution. Additionally, the incumbent will have to purchase a Swiss based insurance (LaMal) within the first three months on contract, UNOPS will help subsidize the cost of this insurance, upon show of proof and for an amount from 382.87 USD up to 545 USD.
