Jerusalem Office – UNOPS Infrastructure Support Services Centre - ISSC

Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in Palestine. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem.

The ISSC (Previously called Centre of Excellence) was established in 2015 following a decision by the Executive Office in recognition of Jerusalem Office’s ability, capacities and maturity in infrastructure and project management. It’s mandate is to provide infrastructure and project management services to the organization at global level, including MR and Jerusalem office. The ISSC’s strategic vision is to retain a pool of infrastructure and project management specialists as an asset for this organization and the continuous development in its mandated infrastructure service. It was decided by the Executive Director that the ISSC should be located in Jerusalem and work closely with the corporate practices.

Since 2015, the ISSC has been operating in continuous coordination with HQ and country offices to assist in achieving the desired results, so that they can further support their partners' projects around the world. It provided consulting; support services, leadership, and advocacy to support the Organization optimize quality of applications.

The Associate Mechanical Engineer (Design) will report directly to the Infrastructure Mechanical Chief Engineer and under the overall supervision of the Head of ISSC. 

The Associate Mechanical Engineer (Design) shall work under the direct supervision of the Infrastructure Mechanical chief engineer. She/ he will be required to undertake the following tasks :

1. Technical tasks:

• Assist in the design & analysis of mechanical engineering systems for projects to be designed in-house as requested; utilizing research, development, relevant codes and good engineering practices.

• Assist in preparing mechanical drawings including plans, sections, elevations, schematics, details and other layouts as needed.

• Produce Auto-CAD design drawings according to agreed scope of works, ensuring  accurate and high quality drawings and in a timely manner meeting the set deadlines.

• Assist in preparing mechanical bills of quantities suitable for tendering in an accurate manner and in harmony with the produced design drawings.

• Perform quantity surveying for designed tasks.

• Assist in preparing and verifying technical specifications for mechanical systems including products, apparatus, services and associated quality of workmanship

• Produce programs of works for designed tasks to identify all timelines for the implementation of Mechanical Works.

• Assist in Drafting Mechanical Engineering design reports, Design Brief Reports, etc..

• Perform needed supporting design calculations.

• Assist in preparing estimates and prices for developed design packages.

• Review mechanical systems designs for Infrastructure projects as assigned by the chief engineer; in terms of accuracy, suitability to overall design requirements, including Identifying improvements in the designs and to be able to propose practical solutions.

• Perform any other related design tasks relevant to Mechanical Engineering.

1. Administrative tasks:

• Manage mechanical engineering related material archiving.

• Keep files and records of the design processes.

• Coordination with other engineering design disciplines (Architectural /Structural/ Electrical). 

• Assist in scheduling requested tasks related to mechanical works.

• Perform any other tasks relevant to the ISSC Unit as required.

3. Monitoring and Progress Controls

• Active participation in weekly Design progress meetings as needed.

• Active participation in periodical staff meetings as needed.

• Maintaining accurate, quality and completion of documentation as identified in responsibilities above.

4. Final Product

• Deliver delegated tasks by the supervisor on time and as per the required quality parameters.

1. Education 

• Bachelor's degree in Mechanical engineering from a reputable University is desired but not required.  

• Completion of secondary school is required. 

• A recognized diploma in Auto-CAD Drafting would be an asset.

1. Work Experience 

• At least 6 years of experience ( or less depending on academic credentials) in Mechanical Systems Design for medium to large scale infrastructure projects.

• Experience in infrastructure construction is highly desired. 

• Good knowledge in industrial equipment and machinery such as HVAC systems, Fire fighting systems, water treatment systems, pumping stations is highly desired

• At least 5 years of comprehensive knowledge in computer drafting software, particularly “AutoCAD”. 

• Experience in using specialized Engineering Design Software such as; heat gain / heat loss hourly analysis software, duct sizing software, hydraulic modeling for Fire networks software, hydraulic modeling for water/ storm-water / sewage networks analysis software, etc., is highly desired

• Work Experience with an international Organization and/or UN Agencies is an asset.

• Membership in an accredited Engineers Association is required.

• A valid driving license is an advantage but not essential.

• Good knowledge of the local & international  Building Rules and Regulations is an asset.

• General knowledge of the design standards required for a wide range of buildings, Facilities and equipment is an asset.

• Good report writing and oral presentation skills is an asset..

• High proficiency with computers in particular; G-suite, MS office, Internet, MS Project, and other related software related to the position's field of expertise is an asset.

1. Languages:

• Full proficiency in Arabic is required.

• Minimum intermediate level in English (reading & Writing) is required.

Contract type: Retainer (Local Individual contract)
