The WASH KP and Sindh project
Funded by USAID, the project “Improved Access to Water and Sanitation Services in Khyber Pakhtunkhwa and Sindh” was initiated in September 2021. The project aims at improving access to clean and safe water, hygiene, and sanitation and increase the resilience of communities affected by floods in Khyber Pakhtunkhwa and Sindh provinces. It is expected to last 5 years, until December 2026.
The project is articulated around three main components:
- Improve quality and reach of water supply services and increase access to community and household sanitation (Infrastructure);
- Provide more effective, gender-responsive, and transparent WASH services through enhanced capacity of government and communities (Capacity Building);
- Reduce waterborne diseases and improve the resilience of communities through improved community and household hygiene practices (Behavioral Change).
The project is currently endowed with USD 7.5 million. It is expected that other donors will join and increase its budget.
Functional Responsibilities
The main duties of the Monitoring and Evaluation Senior Officer are to ensure compliance with UNOPS local regulations and UNOPS policies and plans as it relates to occupational health and safety, social and environmental management, gender and MEAL to provide advice on finalizing UNOPS plans, define the activities on the field, develop for UNOPS teams and relevant personnel the required training, documents and guidelines, as well as ensure WASH team is properly trained to implement those plans and actions and that those are properly supervised and monitored.
The Monitoring and Evaluation Senior Officer will establish all the necessary to ensure safe workplaces according to international standards and foster a culture of attention to health, safety, and social and environmental management in all works sites under the project, throughout the project implementation. The Selected candidate will also ensure Gender considerations are fully mainstreamed along the WASH activities. Finally, the Selected candidate will make sure MEAL approved plan will be fully implemented and data on selected indicators is properly collected and analyzed.
The Monitoring and Evaluation Senior Officer is expected to be knowledgeable, methodical, persistent, solution-focused, driven, and committed to improving HSSE, Gender, and MEAL practices on the ground.
Functions / Key Results Expected
Under the supervision of the Project Manager (PM) the Monitoring and Evaluation Senior Officer will perform the following tasks:
- Technical advisory support;
- Support on developing all required plans, tools, and documents required for defining and implementing Gender, HSSE, and MEAL plans.
- Supervision and Monitoring the performance of the WASH Team and addressing incidents;
- Training and knowledge management.
- Data analysis, graphics, and reporting
MEAL/HSSE/ Gender system development
- Support the team in revising and implementing the entire MEAL/Gender/HSSE plans, activities, and required tools and documentation for all WASH programs/activities
- Coordinate the revision of all required MEAL and HSSE tools along the program implementation to optimize them and improve them if necessary
- With the help of the WASH team, develop the track activity plan and align it according to donor funding and agreement
- With the support of the WASH team develop the lessons learned capturing process and tools, as well as supporting on the data collection, analysis, and conclusions, through consultations and workshops
- Support Senior PM in preparing the relevant internal and external reports.
Supervision and Monitoring
- Support Senior PM in supervising that all agreed plans and activities are properly and timely implemented.
- Coordinate and support project monitoring reviews, including coordinating and/or conducting focus group discussions, key informant interviews, project observations
- Support in the development of regular project supervision and monitoring reports and other program documentation, including reporting on project indicators, successes, and challenges and collecting stories
- Support the design and implementation of traditional and creative methods to supervise and track project progress. In collaboration with the Program team, develop impact indicators and empowering and participatory methods of measurement, such as participatory action research, most significant change stories, constituency feedback committees, etc.
- Learn and apply UNOPS and Donors required policies and manuals on HSSE, Gender and Monitoring, Evaluation, Accountability and Learning to ensure their implementation with sufficient quality in the country office
Capacity Building
- Prepare with the support of the team, all the capacity-building materials related to Gender, HSSE, and MEAL activities for WASH team, as well as related collaborators and community actors.
- Prepare with the support of WASH team the identified capacity building sessions/workshops agenda and support in the selection of the required third parties
- Support conducting the capacity building sessions and evaluating the performance as well as the impact
- Record the results of the capacity sessions, opinions, and areas for improvement
Data registration and analysis
- Follow–up with the WASH team to ensure that all activity data and information is entered into the UNOPS data collection system including legacy data, as well as other data recording formats.
- Conduct a weekly review of the WASH tracker to identify data quality issues of completeness; double counting and duplication.
- Ensure the UNOPS activities tracker in UNOPS systems are always up to date and accurate.
- Follow information management confidentiality protocols without exception
- Work closely with WASH team in beneficiary, activity, and location listing and updating the register regularly
- Capture all monitoring and supervision data derived from monitoring forms compiled by WASH team and use it to complete the UNOPS 4ws, dashboard, and other master documents.
Reporting
- Provide data for the Quarterly Reports as well as Quarterly assurance on WASH activities progress update
- Record lessons learned and actions taken accordingly
- Provide the information requested for internal and external reports development
Team Management
- Facilitate the engagement and provision of high-quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development;
- Provide oversight, ensuring compliance by team members with existing policies and standard processes
Knowledge building and knowledge sharing
- Organize, facilitate, and/or deliver training and learning initiatives for personnel on Monitoring and Evaluation with support from internal or external retainers;
- Provide sound contributions to knowledge networks and communities of practice by synthesizing lessons learned and disseminating standard methodologies in procurement.
Other
- Prepare data and information demanded by internal and external actors
- Be the custodian of all WASH data and be able to locate and retrieve the data when so needed
