Procurement Senior Analyst (Retainer)

Ukraine Country Office (UACO) 

In Ukraine, UNOPS support to the partners in their reform agenda since 2017 spans the rule of law, social protection, housing, demining, emergency response and security. The projects are funded by the EU, the Governments of Denmark and Japan.All projects have gender equality as a transversal theme, and have been contextualized within the broader Sustainable Development Goals frameworks and objectives.

Following the increased militarisation around Ukraine’s borders as well as the recognition of the so-called Donetsk and Lugansk People’s Republics by the Russian Federation, the security situation in Ukraine deteriorated rapidly, with the launch of a full-scale military offensive by the Russian Federation on 24 February 2022. Armed violence escalated in at least eight oblasts (regions), including Kyivska oblast and the capital city of Kyiv, as well as in the eastern oblasts of Donetsk and Luhanska which were already affected by conflict. The towns of Mariupol, Kharkiv, Irpin were strongly affected, so resident civilians fled their homes en masse.  Martial law and a state of war were introduced in Ukraine on 24 February 2022, and the general mobilization of all Ukrainian males between 18 and 60 years old was ordered, while the Ukrainian airspace was closed to civilian users.

The UNOPS immediately launched its Emergency Procurement Procedure (EPP) to enable a faster response to requirements related to the crisis. The EPP provided flexibility in procurement procedures while still ensuring adherence to essential public procurement principles

• Carry out market research and conduct analysis of supply chains;

• Provide technical support during the different steps of the procurement processes, including contributions to Strategy and Planning, Requirements Definition and Cost estimations;

• Provide advice, remedial actions, or solutions to Project Managers on procurement issues;

• Draft Long-Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures;

• Support other procurement related matters, as required for business development purposes.

• Draft timely and duly prepared elements of procurement plans, in full compliance with UNOPS rules, regulations, policies and strategies;

• Follow the guidelines on embedding sustainability along the procurement process.

• Support the development and management of the roster of suppliers;

• Utilize the e-sourcing module in accordance with UNOPS Procurement Group’s goals and standards in this area.

• Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in human resources management.

• Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

• Bachelor’s degree preferably in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or a related field is required.
• Chartered Institute of Supply and Management (CIPS) or similar international Certification is a distinct advantage (may be alternatively considered in lieu of relevant Bachelor's degree).

• A minimum of two years of experience in procurement in an international, public or corporate organization is required.

• Some experience in UN system organizations, preferably in a developing country is desirable.

• Knowledge of UN/UNOPS Procurement Rules and Regulations is a distinct advantage.

• Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) is required.

Contract type: ICA (Individual Contractor Agreement)
Contract level: Local ICA Specialist, Level 9
Contract duration: 100 days per calendar year. Possibility of extension subject to organizational requirements, availability of funds and satisfactory performance.

• As a UNOPS ICA retainer, you are required to complete at least two (2) online courses upon signature of your contract and prior to commencing any retainer assignment. If you travel on an official mission, you are required to complete an online course related to security awareness. These courses are available for free on UNOPS learning platform and shall be completed within the first three months following the contract signature, at no cost for UNOPS. UNOPS reserves the right to request a refresher of the mandatory courses or request newly promulgated mandatory courses to be completed at no cost for UNOPS.
