UNOPS -Mozambique Office is recruiting this position through an Emergency Procurement Process (EPP).
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Project Background
The project ‘Mozambique Northern Crisis Recovery Project’ will be based in and around the City of Pemba in Cabo Delgado Province supporting the resettlement of IDPs from temporary settlement sites to 20 relocation sites. The project will support both IDPs and Host communities.
The project comprises of 4 main components:
Component 1: psychosocial social support and community peace building; and enhancing State-society trust and confidence.
Component 2: provision of agriculture and fisheries inputs, cash for work programs for youth and women and the provision of kits for micro and small business development; and training on entrepreneurship and business management.
Component 3: the restoration of basic services, small works for agriculture production, education and health infrastructure and the construction or rehabilitation of school and health infrastructure and community services and amenities in temporary and relocation sites and host communities.
Component 4: strengthening of technical capacity of government authorities and local governments for conflict management. This component will also support project implementation, financial management, procurement, safeguards, reporting, and monitoring and evaluation.
The project will be implemented in collaboration with government authorities and will be guided by the various programme guidelines provided by the World bank- as the funding source.
The project team is expected to contain management staff, Safeguards and Monitoring and Evaluation staff and infrastructure staff and will require significant stakeholder and partner coordination and management.
Job Specific:
Under the overall guidance and supervision of the Project Management Support Specialist, the incumbent shall provide technical guidance to the project team in relation to the Agriculture components, focusing on quality control of the inputs and the supply chain. The position requires a high profile of agriculture specialist with experience in supply chain management of agriculture inputs and with capacity to handle the complexity of the project, taking into consideration the national and international quality standards.

- Responsible for establishing Quality Standards and systems within the project`s Agriculture component.
- Manage the implementation of quality standards and agriculture inputs safety.
- Develop technical specifications, support the preparation and issuance of various EOIs, RFPs and RFQs and formulate minimum quality standards compliant with national and international requirements and best practices and with UNOPS quality assurance policy.
- Provide necessary technical support for various bid evaluations as Technical Expert to the bid evaluation team, to ensure technical compliance with UNOPS/Ministry of Agriculture and Rural Development (MADER) needs and cost effective purchase of goods and services.
- Assist in developing standard operating procedures to ensure best practices for procurement of agricultural inputs;
- Coordinate with suppliers for the timely readiness of goods for the pre-delivery inspection and sampling to initiate the timely delivery as per the delivery schedule mentioned in the contract;
- Implement methods and procedures for inspecting, testing, and evaluating the precision and accuracy of seeds, fertilizers, agro-chemicals;
- Provide Quality Control complaint handling and assist the project unit in event of product action/recall;
- Prepare and conduct inspections for all supplier warehouses, delivery sites and facilities.
- Monitoring production processes to ensure there is no deviation from the standards of industry and relevant regulatory framework.
- Monitor critical control points and take the necessary corrective actions in case of deviation from the critical limits.
- Prepare and conduct training for project personnel, clients, suppliers and logistics service providers in relation to quality control measures within the agriculture component.
- Develop and analyze statistical data and product specifications to determine standards and to establish quality and reliability expectancy of agriculture input kits.
- Formulate, document and maintain quality control standards and on-going quality control objectives to maximize inputs reliability and minimize costs.
- Create, document and implement inspection criteria and procedures. Interpret quality control philosophy to key personnel within the Agriculture component.
- Provide, and oversee, inspection activity for products throughout the production cycle.
- Apply total quality management tools and approaches to analytical and reporting processes.
- Maintain an active role in internal continuous improvement.
- Design, develop and implement quality control training programs.
- Take the lead during regular unit team meetings and follow up on action points related to quality. Coordinate the documentation of best practices and innovative approaches within the unit.
- Manage and support partner’s capacity building training and all other ad hoc meetings related to quality management.

- Advanced University (Masters) Degree in Agriculture, Agriculture Science, Agriculture Economics, Crop, Livestock Production is required;
- A combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.
Experience
- A minimum of Five (5) years of relevant work experience in the field of programme management, with focus on agriculture engineering or crop management is required.
- Extensive knowledge and skills of these Specific requirements is highly desired: Growing Seeds and application of fertilizer and chemicals in Mozambique; Pest management and weed control; Pre-harvest and post-harvest handling.
