At the organisational level, the Data Senior Analyst reports to the Head of Project Management Office; however, at a functional level he/she reports to the Senior Project Managers who manage individual projects within the Infrastructure and Procurement portfolio. The purpose of the role is to support and strengthen evidence-based decision making and implementation of UNOPS projects, by providing data and analytics that support the UNOPS Ukraine Monitoring, Evaluation, Accountability and Learning (MEAL) system and Project Managers.
The Data Senior Analyst will provide support to the UNOPS Ukraine projects, including, but not limited to, the following:

1. Innovation and knowledge management
-
Support the gathering and documentation of user requirements and expectations, reporting requirements, design preferences, and quality criteria;

Provide analytical support to the supervisor in the development and implementation of BigQuery databases, tables and SQL queries to store, structure, compare and extract data, as well as exploiting other tools within Google Cloud Service as appropriate;

Recommend processes and tools to assure ongoing quality and integrity of data;
-
Support the design, development, testing, implementation and documentation of data tools, including dashboards and reports;

Draft detailed concept designs and specifications, using a range of analysis and statistical techniques to provide insight into the functioning and management of a project or programme;
-
Develop, test and implement, including quality assurance of the resulting tools and underlying datasources;
-
Support knowledge management initiatives to ensure that project experiences and learning are documented and available to all UNOPS Ukraine Projects and Programmes;
-
Contribute to the development and introduction of innovation to ensure UNOPS Ukraine is continually incorporating best practice approaches;
2. Support data needs related to project monitoring and evaluation

In collaboration with Project Managers, prepare guidelines for contractors and consultants, defining the structure, type and quality of data that they need to record, to ensure the format and frequency of reports that they need to produce.

Update and maintain systems to collect consistent and quality MEAL data, including from third party partners such as consultants and contractors;
-
Prepare MEAL data analysis for project and organisational reports, assessments and data portals;
-
Identify, analyse, and interpret trends or patterns in complex data sets;
-
Test analysis methodologies in data sets and verify coherence and interpretation of data visualizations for analysis approach;
-
Build, adjust and maintain dashboards to increase and strengthen the quality and availability of country and programmatic data;
-
Provide technical support in extracting data according to business needs and on an ad hoc basis;
-
Support to design and undertake surveys for the collection of required data if not available from existing sources;
3. Reporting

Prepare reporting, disaggregation and data visualizations to provide a holistic view of MEAL data;
-
Review corporate/donor reporting, and ensure consistency of data and information presented across reports;
-
Take responsibility for overall integrity, quality, accessibility and accuracy of information in reports supplied to the business unit;

Ensure alignment of reports with corporate and donor reporting templates and regulations;
-
Build reports using SQL, cubes and mdx;
4. Technical support

Assist with conducting analyses on complex and connected data, proposing and testing hypotheses, deriving statistics, trends and insights;
-
Conduct data quality analysis and testing of data sources and tools;
-
Performance of related duties, as required.
