Monitoring and Evaluation Analyst

WEC Background: 

The Water, Environment and Climate (WEC) portfolio, based in Vienna, and with offices based globally is part of the UNOPS Global Portfolio Office. The Portfolio has built strong partnerships and is effectively managing a portfolio of over 500 million USD over the last 15 years to support key initiatives with fund management, project implementation and administrative support. 

WEC effectively operationalizes partners' agendas with global approaches, as well as regional and country specific activities focused on climate action, protection and conservation of the environment. Partners profit from WEC’s ability to operationalize and/or scale up their important substantive agendas, including in support of key multilateral environmental and climate agreements, such as the Paris Agreement, the Cartagena Convention as well as the Sustainable Development Goals.

The NDC Partnership: 

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) - each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 240 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. The Partnership’s work is facilitated by a Support Unit based at World Resources Institute in Washington DC and the UNFCCC Secretariat in Bonn, Germany. UNOPS supports the NDC Partnership and its Support Unit through the Water and Energy Cluster (WEC).  

The NDC Partnership Support Unit is seeking to hire a Monitoring and Evaluation (M&E) Analyst to support data analysis and reporting efforts focusing on interpreting and synthesizing data within the Partnership’s M&E Framework to track progress and outcomes against the Partnership’s Work Program effectively. He/She will be responsible for the Partnership’s data collection against the MOV and will support directly in the development of critical instruments such as the Partnership’s Annual Member Survey, progress reports, and any other related data document. 

Given the cross-cutting nature of the M&E efforts, the incumbent is expected to liaise across teams in the SU within regional and programmatic teams under Country Engagement and Knowledge and Learning work streams.

• Assist with the dissemination of the NDC Partnership’s Annual Member Survey by supporting outreach efforts and follow-ups to ensure a strong response rate.

• Coordinate data cleaning of the Annual Member Survey responses, including basic validation and organizing feedback from relevant teams.

• Assist in preparing summaries or visuals of Annual Member Survey results for internal use and presentations.

• Assist in gathering and organizing data needed for grant reporting

• Under the guidance of the MEL Manager, help with collecting and organizing data on key indicators such as climate finance, GHG emissions, and adaptation efforts.: 

  • Partnership data on finance-related indicators (e.g., number of investment projects financed by the NDC Partnership members, amount of climate finance mobilized by the Partnership) 

  • Partnership data on impact indicators (e.g., number of member countries with reduced GHG emissions, number of member countries with enhanced adaptive capacity, strengthening resilience, or reduced vulnerability, number of implementing and development partners who have increased climate-related finance and investments). 

  • Data from the Global Stocktake (GST) and national biennial transparency reports (BTRs) on which Partnership-supported countries are on track to meet their NDC mitigation and adaptation targets. 

• Support the Partnership’s Knowledge Management System (kNook), including data input, quality assurance and support in extracting and communicating key trends. 

• Support updates and maintenance of the M&E Framework Means of Verification document, M&E Framework operational procedures, and central data repository. 

• Assist across work streams to ensure missing data is input, ensuring data you are responsible for is input by deadlines, and helping to ensure the integrity, completeness, and accuracy of all data input 

• Provide ad-hoc support for data collection as requested by the Management Team.

• Support the MEL Manager in coordinating the development of the biannual Steering Committee Progress Reports as well as development partners progress reports

• Assist the MEL manager in the development of new and updated indicators for development funder reporting.

• Update and maintain the M&E dashboard biannually to reflect all updated indicators collected. 

• Assist in the development of data visualizations based on M&E data to inform progress and grant reports, knowledge publications, and outreach materials. 

• Help draft presentation slides and talking points as needed.

• Support the MEL Manager in fostering a learning culture across the Support Unit by helping organize internal trainings and office hours (e.g., supporting logistics, preparing materials, taking notes).

• Assist with the preparation of workshops and learning sessions on the Partnership’s M&E Framework, progress tracking, and lessons learned, both internally and with Partnership members

• Help prepare communications materials that highlight the Partnership’s impact, in coordination with the Communications team.

• Support the NDC Partnership’s mid-term and final evaluations of its Work Program, including drafting of RFP, selection of vendor, document collection, coordination of field visits and interviews, etc.

• Assist the MEL Manager with all activities related to the coordination of the Partnership’s 2026-2030 Work Program, M&E Framework and associated means of verification, and development of new data tracking tools and processes.  

• Assist in compiling inputs for the Support Unit’s Annual Work Plans to help ensure alignment with the Partnership’s goals and country-level priorities.

• An university degree (Bachelor’s degree or equivalent), preferably in climate change policy, economics, statistics, computer science, social sciences or a related field, is required.
• An advanced degree (master’s level or above) is desired and can substitute the 2 years of experience. 

Required:

• A minimum of 2 years of relevant and progressive professional experience (or more, depending on the academic credentials) in data collection, analysis, and reporting, or similar fields, preferably with a non-profit, government, or multilateral institution.   

• Experience with data visualization tools, including Power BI. 

Asset:

• Understanding of M&E data collection systems and processes. 

• Experience in data collection and reporting, ideally with bilateral and multilateral development partners 

• Advanced understanding of software packages including MS Excel and Alchemer 

• Strong writing and communication skills
