Background Information – The Technical Services Unit
The Technical Services Unit (TSU) engages in multidisciplinary infrastructure design and design review, assessments and advisory work for related UNOPS projects. The team currently comprises approximately 18 permanent and 60+ retainer (consultant) personnel including built environment professionals, environmental, social, monitoring and evaluation and niche technical experts.
Current / recent projects are based in Kenya, Somalia, South Sudan, Tanzania, Uganda, Sierra Leone, Morocco, Zimbabwe, Malawi, Zambia, Mozambique, Madagascar, Afghanistan, Sri Lanka, Haiti, Papua New Guinea and Eastern Europe. These projects comprise a range of types of infrastructure and environmental and social projects.
The TSU, based in Nairobi, is a business unit for the Multi-Country office and comes under the direction of the Director for East and Southern Africa office (ESAMCO). It has recently been tasked with securing retainer (consultant) personnel to support the important work of the Sanitation and Hygiene Fund (SHF).
SHF is a project of UNOPS. Operational since July 2021, it is dedicated to advancing market-based approaches and catalysing finance for sanitation and hygiene for all, paying special attention to the needs of women and girls and those in vulnerable situations. The portfolio focuses on building a thriving sanitation economy and a menstrual health market in low and middle income countries that increases access to essential products and services. SHF works with governments, private sector, funders and investors to strengthen the enabling environment, expand the capacity of enterprises to deliver solutions effectively and helps to attract and catalyse funding, financing and investment to bring these solutions to scale - Illustrated by the figure below:
Role of the Programme Management Advisor, Public Sector
Reporting to the Technical Services Unit Manager and being briefed by the SHF Country Fund Portfolio Manager and working closely with the overall SHF programmatic and Resource Mobilization teams, the Primary Recipient Teams, and Key Government Stakeholders (Particularly the Government Focal People) to further contribute to a bespoke investment readiness package for SHF’s country-level investments portfolio, support formulation of key reforms and develop policy briefs to render the sector more attractive to private operators and investors and support strategies to enhance increased public and private finance towards opportunities related to the sanitation economy and menstrual health and hygiene markets.
The role will support SHF’s thought leadership and provide strategic advice on policy, regulation, governance, rights, and accountability within the Sanitation and Menstrual Health sector, with a particular emphasis on the integration and adoption of Market-Based Approaches and the enabling environment needed to ensure market readiness.
The Programme Management Advisor will support coordination, donor engagement, and policy feedback loops between national, and sub-national entities. They will work with other technical leads to promote the definition/creation of an enabling environment (Policy, institutional, Regulatory, Economic, etc.) to support the operationalization and key reforms related to the implementation of the investment case and financing.
The role will support the review and assessment of the policy-enabling environment as it relates to sustainable infrastructure development, and financing for water infrastructure assets as expressed in the Kenya National Water and Sanitation Investment and Financing Plan (NAWASIP 2022- 2030) and the delivery and maintenance of these assets.
The incumbent may support other countries, and will be required to undertake regional travel to undertake assignments as and when needed.
