South East Asia Multi-Country Office (EAPMCO)

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops, and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO currently covers 24 countries across Northeast Asia, Southeast Asia, and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises eight business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Mekong, and EAPMCO Philippines.

In 2024, the UNOPS EAPMCO implemented projects worth more than USD 80 million in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services..  

The Multi-Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight, and assurance of the excellence of business processes and quality standards across all Multi-Country Office locations. It is also responsible for developing, delivering, and managing the portfolio of engagements in the country where the MCO is located.

UNOPS  EAPMCO is in the process of expanding its area of engagement in partnership with different development partners, focusing mainly on a portfolio of projects and programs in the infrastructure and environmental sectors, as well as continuing with the provision of transactional services (HR and Procurement services).

The Partnerships Development Advisor will provide strategic support to EAPMCO, with a focus on the Mekong BU, to explore project engagement opportunities with the government line ministries focusing on fund management or technical assistance and any other UNOPS service lines in infrastructure, procurement, and project management. This role focusses on regional and cross border opportunities and upstream business development functions, and will support upstream project preparation and positioning in the Mekong, particularly in sectors prioritized under EAPMCO’s Mekong strategy focused on energy transition, health systems strengthening, infrastructure and digital transformations.

Reporting to the Head of Partnerships and with a secondary reporting line to the Country Manager, the Partnerships Development Advisor can be engaged for activities below, depending on organizational needs: 

1. Strategic positioning of UNOPS and business development;

2. Explore business development opportunities by identifying the interests/priorities of partners and potential innovative businesses;

3. Develop or implement the partnership strategies for the MCO/Mekong Office;

4. Contribute to maintaining a robust and diverse pipeline of project opportunities, which leads to sustainable growth of the UNOPS’ presence and strengthens the achievements of UNOPS management results and the fulfillment of its mandate;

5. Facilitate external relations with donors, relevant ministries, and Government partners.

• A Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Engineering, Political Science, Communications,  International Relations or related fields is required.

• A combination of a Bachelor's degree in a relevant field as outlined above, with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

• A minimum of seven (7) years of experience (or more, depending on academic credentials) in one or the combination of the following areas: international business development, project development, project management, strategic relationships,  finance management, management of infrastructure funds, public–private partnership (PPP), or related fields is required.

• Experience working with Government Ministries is required.

• Experience in working with a range of stakeholders and donors is required.

• Experience in innovative development programs and financing mechanisms is an asset.

• Experience in UN system organisations is an asset.

• Experience working in Mekong countries is an asset.

• Experience with government donors and a network of development partners is desirable.

• Full working knowledge (Fluency) in English is required.

3. Contract duration: 1 year with the possibility of extension, subject to organizational requirements, availability of funds, and satisfactory performance.

Terms and Conditions 

• For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post. 

• For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete)  in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
