Under the overall supervision of the LFA
Team Leader, the incumbent is required to perform UNOPS LFA Monitoring and
Evaluation (M&E) activities in Ghana by carrying out the following:
A. Reviewing progress update reports and disbursement requests submitted by
the Principal Recipients (PRs) of the Global Fund grants as per following:
a) Verifying PRs’ and Sub-Recipients’ (SRs’) primary records (supporting
documents submitted within GF grant reports) for accuracy and completeness, and
for the correspondence of those with the summary internal/external reports
prepared by the SRs/PRs;
b) Conducting cross-checks of various primary documents with the summary
reports;
c) Interviewing PRs’ and SRs’ relevant
staff members, as well as program beneficiaries including TB /HIV patients
while maintaining confidentiality.
d) Debriefing PR/SR staff members on the main findings from LFA
verifications/reports;
e) Cross verification of M&E and health/programmatic data with financial,
management and procurement data/information;
f) Conduct comprehensive programmatic and M&E analysis and reflect in the
programmatic and M&E related sections of the Progress Update and
Disbursement Request (PU/DR) template
B. Conducting regular and ad hoc visits to the PRs and
SRs to monitor implementation of GF grant projects (including trainings and
other key events) and prepare corresponding reports; carry out regular
monitoring of PR/ SRs performances and verify
the implementation status of the programme and the progress towards reaching
set programme targets;
C. Advise and inform
the GF and LFA Team Leader regularly about the programme progress, arising
obstacles or problems, diversions from GF policies, and any information that is
regarded relevant for the successful programme implementation
D. Assess
reasonableness of the types and quantities (forecasted needs) of TB/HIV/Malaria
medicines and other health products that are planned to be procured within GF
grants.
E. Support the LFA
country team with conducting capacity assessments of PRs/SRs of GF grants, with
Phase 2 (Grant Renewal Request) reviews of GF grants, etc. Lead
assessments/reviews in M&E and programmatic functional areas and complete
the corresponding sections of the assessment/review reports as per Global Fund
appropriate and relevant guidelines including but not limited to review and
provision of comments on Performance Framework, workplan, implementation
arrangements and M&E plan.
F. Review revised
implementation planning documents during grant implementation (workplan,
budget, procurement plan, M&E, others), and provide an opinion on proposed
changes in programme implementation, effects these changes might have on
attainment of programme objectives, proposed budget reallocations and provide
recommendations to the GF.
G. Immediately
raise all suspicious acts, transactions and activities and processes which may
pose potential risks, misconduct, mismanagement, misuse and frauds by PRs/SRs
to the attention of the LFA Team Leader and if required to the Global Fund FPM
and/or other relevant representatives
H. Monitor and
inform the LFA Team Leader and the Global Fund of any developments within the
country’s health system which may affect the performance GF grants
I. Plan, prepare
and lead OSDV as per the Global Fund guidelines. Produce OSDV reports as per
the GF prescribed and/or agreed templates and forms.
J. In conducting
the above tasks, ensure that the Global Fund respective guidelines and policies
are adhered to including the ones which are related to M&E and
programmatic/health functional areas. The respective international guidelines
(e.g. WHO, UNAIDS, etc) shall be also consulted and followed.
K. Support and accompany the
Global Fund Fund Portfolio Manager while conducting country visits and meetings
with PRs, SRs, and other partners;
L. Other M&E and
programmatic / health tasks as assigned by the LFA Team Leader.
