Advisory Services Analyst

The Sustainable Procurement Practice Group (SPPG) at UNOPS leads the organization’s sustainable procurement practice and is responsible for all matters of organizational development in procurement and supply chain management. It is responsible for developing procurement strategies, policies, and processes. SPPG provides authoritative guidance and procurement advice. It enables oversight and develops procurement and supply chain knowledge networks and training tools to strengthen skills in public procurement while advancing sustainable practices. UNOPS has developed a new engagement modality with governments, namely the Advisory Services.  This implies complementing the traditional modus operandi where Governments transferred funds to UNOPS for the fiduciary management of procurement actions, to a situation where a small number of highly-qualified UNOPS experts’ advice Government officials in procurement processes while these retain decision making power and are at the same time accountable for results.

In our work with governments and public sectors in developing countries, there is a growing need for UNOPS to provide advisory and capacity development services in the areas public infrastructure governance, project management and procurement & supply chain management. This role is specifically associated with Procurement/Supply Chain Advisory Services, which resides in SPPG, which includes (but not exclusive to):

• Diagnostic: for instance Procurement Efficiency Assessments through PEAT; Rapid Procurement Assessments of the National System; Procurement audits;
• Managerial support: is the provision of added capacity to handle processes in adequate timeframes and in compliance with all applicable regulations;
• Training: by providing training to personnel in the area of public procurement, sustainable procurement and anti-fraud and corruption.

Responsible to the Advisory Services team, with direct reporting to the Sr. Procurement Supply Chain Specialist,  the role of the Advisory Services Analyst will be as follows: 

• to provide intelligence and information to support the pursuit of procurement business opportunities, including gathering any relevant information and intelligence from external media, donor websites, business/economic journals.
• Systematic weekly monitoring of new Advisory Service leads, and develop monthly report.
• To provide procurement case studies and provide significant support in proposal writing;
• To develop standardized methods and  tools kits for procurement business development and  to coordinate with other business development partners on pricing models, costing proposal writing and mission support as required;
• Providing feedback on procurement trends, business challenges and opportunities;
• Support business development personnel in the field offices in the identification and development of new business leads, ensuring ORD basics are being covered;
• Conduct a debrief with country office and potentially client post engagement as required;
• Assist in the development of Advisory Services factsheets and presentations;
• Collect, organize and file all Advisory Services reports resulting from completed assignments;
• Assist in the establishment, update and management of  AS Experts Roster in coordination with HR staff and the Advisory Services Team Leads and to continue in the identification of new external experts in the most demanded fields of expertise;
• Support the Advisory Services Team Leads in the identification of adequate experts from the Roster for each specific assignment;
• Maintain a database of targeted presentations on UNOPS services and tools in AS (i.e. Diagnostic, Training, Technical and Managerial support);
• Set up and maintain a central repository for UNOPS AS proposals and Concept Notes;
• Support the creation of marketing collateral for Advisory Services/Training.

Representational and Client-focused – Ability to serve and manage clients needs; be able to represent and promote UNOPS through knowledge and partnership building within the UN and other forums

Knowledge Management and Learning – Promotes a knowledge sharing and learning culture. In-depth knowledge on public sector procurement solutions, systems and tools. Actively works towards continuing personal learning and development, acts on learning plan and applies newly acquired skills to tasks.

Ability to Analyze – Displays analyzing abilities specific to procurement; is able to understand and assess complexities, takes reasoned approach and discusses them with other key players for a balanced view and is able to match the scope of the solution by optimal use of the organisation's resources, with attention to detail and ability to convert data to useful information.

Communication – Proven ability to write in a clear and concise manner to communicate effectively with stakeholders. Ability to communicate technical concepts in a manner relevant to stakeholders (procurement advisors, procurement associates, procurement specialists, and other end users).

Planning and Organizing – Experience in project work; ability to  allocate appropriate time and resources for completing the work and managing conflicting priorities. Identifies priority activities and assignments adjusting priorities where required. Foresees risk and allows for contingencies when planning tasks.

Skills required – Good understanding of sustainability and sustainable procurement, and solid understanding of procurement and supply chain management.

Education and work experience:

Master’s Degree or equivalent in Supply Chain / Procurement, Business / Commerce, Marketing or other related disciplines with additional 2 years of experience on the field of Procurement / Supply chain Management.

Applicants with Bachelor’s Degree in related fields with additional 4 years of relevant working experience in Procuremet / Supply chain Management may also be considered.
