Technical Assistance Consultant, Multiple positions

Switzerland

UNOPS in Switzerland is based in Geneva and has excellent links with the international community. Local and international partners call upon the UNOPS Switzerland office for expertise in fund management, project management, procurement of goods and services, and human resources administration to ensure successful delivery of their projects. Focus areas include health, water, and sanitation.
  

The Stop TB Partnership is a collective force of more than 1300 partners dedicated to the fight against tuberculosis (TB) – a disease that is curable but still kills three people every minute. The Stop TB Partnership is recognized as a unique international body with the power to align actors all over the world in the fight against TB. The Stop TB Partnership Secretariat is hosted by UNOPS in Geneva, Switzerland.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality care and treatment is available to all who need it. Our partners include international and technical organizations, government programmes, research and funding agencies, foundations, non-governmental organizations, civil society and community groups and the private sector.

The roster of consultants will support the implementation of the Stop TB Partnership’s Strategic Goal 2: Increase political engagement by world leaders and key influencers to double external financing for TB from 2011 to 2015.  Specifically, it relates to the meaningful inclusion of communities in the Global Fund to Fight AIDS, TB and Malaria’s (“the Global Fund”) funding model.

• To provide technical assistance on gender, human rights, community engagement or TB case detection to ensure these aspects of TB programs are included in Global Fund concept notes, grants, and in TB national strategic plans.
• Analyze, consolidate, and prepare appropriate knowledge and information to inform Global Fund processes in countries. 

Technical Assistance Consultancy Description

The Stop TB Partnership and the Global Fund signed an agreement on technical cooperation in May 2014. The Agreement focuses mainly on engaging TB communities early in the Global Fund’s grant process. The Partnership's assistance aims at supporting countries to submit a robust application by ensuring resources are available to enable TB key affected populations' contributions to Global Fund country dialogues, concept note development and grant making. Key areas of focus in this engagement are the improvement of TB case detection to reach all people suffering from the disease, and the integration of gender, human rights and community systems strengthening in concept notes. This will in turn increase the country’s chance to ensure that people suffering from TB are at the center of the funding model and thus increase their chances of receiving funding.

The Stop TB Partnership funds a range of technical cooperation activities that ensure countries and TB communities meaningfully collaborate and engage throughout the stages of developing national strategic plans and concept notes prior to submission to the Global Fund’s technical review panel.

The Functional Responsibilities may include  one or more following duties and responsibilities:

• Facilitating the engagement of TB communities in the Global Fund’s funding model process;
• Integrating community systems strengthening, gender, human rights and other key affected population matters in

1. TB program reviews
2. National strategic plans
3. TB and/or joint TB/HIV concept notes

• Conducting TB/HIV gender assessments based on a TB/HIV gender assessment tool developed by Stop TB and UNAIDS.
• Promoting the role of TB communities in National TB Programs, Country Coordinating Mechanisms and other platforms.
• Providing technical assistance to countries and programs to improve TB case detection
• Monitoring and evaluation of TB case detection activities
• Designing and implementing interventions to improve TB case detection

Functional Knowledge and Skills

• Proven analytical skills and track record in developing and communicating technical messages in a simple manner to a wide range of partners (including civil society and communities);
• Demonstrated interpersonal and networking skills;
• Superior knowledge and understanding of Global Fund processes;
• Ability to engage a variety of partners towards supporting effective grants;
• Demonstrated knowledge of TB case detection activities and interventions
• Integrity, diplomacy and discretion with sensitivity to cultural differences and excellent presentation, facilitation and writing skills;
• Ability to work as a member of a team to achieve common goals and broker consensus.

Essential

Master's degree in public health, natural science, anthropology, medicine, social science, political science or international relations.

OR

Bachelor's degree in the same subject areas combined with two additional years of relevant experience to substitute for the master's degree.

Desirable:

Studies in public health with knowledge or understanding of public health arena, country contexts especially around TB, HIV or TB/HIV.

Essential

A minimum of five (5) years’ experience post master's degree or seven (7) years post bachelor's degree in working in delivering technical assistance related to global health and development work with key vulnerable populations.

• Proven track record in liaising with multilateral and bilateral organizations as well as with country implementing partners.
• Experience in developing countries especially with national tuberculosis or HIV programs and regional partners in developing countries.

Desirable

• Significant experience in TB case detection, monitoring and evaluation of TB programs, TB/HIV, community engagement and responses, human rights or gender.
• Proven track record providing technical assistance on gender, human rights, community engagement or TB case detection to national or international partners.
• Experience with developing strategies for engaging the partners, particularly in TB.
• Strong experience with global health partnerships.
• Experience working with the Global Fund and its processes.

Working arrangements:

The consultant is required to work from home and deployed to countries where technical assistance is required.

Language:

Fluency in written and spoken English is required.

Working knowledge of French, Arabic, Portuguese, Spanish or Russian language skills is desirable.
