Background Information – Philippines
Established in 2016, UNOPS Philippines provides expert support to ensure sustainable project management, procurement and infrastructure activities in projects. With funds from the European Union (EU), UNOPS supports the Supreme Court, the Department of Justice, and the Department of the Interior and Local Government under the Governance in Justice (GOJUST) Programme (GOJUST2) through procurement, logistics, and grants management to push forward the justice reform agenda of the Philippine government through innovations and interventions; as well as providing grants to civil society organisations to improve access to justice of marginalised groups. In the Support to the Bangsamoro Transition (SUBATRA) Programme, UNOPS is working with the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government strengthening capacities of the executive, legislative and judicial branches to ensure a smooth transition, also with funds from the EU.
In the health sector, UNOPS works with the Korean International Cooperation Agency (KOICA) for the construction of health facilities in Eastern Samar, and with the DOH / ADB in the HEAL project (Health System Enhancement to Address and Limit COVID-19).
The UNOPS Philippines Office is part of the UNOPS Cambodia Multi-Country Officer (KHMCO), which provides oversight, support and services to UNOPS operations in the country offices.
UNOPS Philippines is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio of projects and programs in the infrastructure, logistics management, procurement in health, rule of law, and governance sectors and subsequently is looking for qualified and committed experts.

Project Background
The United Nations Office for Project Services (UNOPS) signed in 19 of April 2021 an Agreement with the Department of Health (DOH), through which UNOPS as the operational arm of the UN system with strong capacity to deliver quick and effective procurement assistance, is pleased to provide procurement and technical support to the DOH of the Government of the Philippines in its COVID-19 response. The rapid spread and global scale of the COVID-19 pandemic has caused unprecedented procurement challenges in the medical supply market. Supply chain disruptions and the high demand for products have resulted in significant market volatility and uncertainty related to product prices and delivery times, whereas logistical challenges resulting from the crisis continue to impact the delivery of internationally purchased goods. The situation has resulted in an acute need for individually tailored procurement strategies that remain adaptive to changing market conditions and delivery challenges.
Based on the DOH plan for the COVID-19 Emergency Response, this fast-tracked programme aims to support the Government of the Philippines to successfully confront this unprecedented global health emergency. By sourcing much-needed medical supplies, up-grading facilities to help diagnose and treat COVID-19, reducing the spread of the virus, the Philippine Health System will be strengthened and become more cost-effective and sustainable, improving response capabilities related to the pandemic, and shortening the time of recovery for both the people and the economy.
The ADB- Health System Enhancement to Address and Limit (HEAL) COVID-19 Project scope is divided into the following components with the respective deliverables, which will be implemented in accordance with the UNOPS regulatory framework, including the Procurement Manual:
- Component 1A - Procurement of medical equipment and Personal Protective Equipment
- Component 1B - Procurement of Equipment and Housing for Waste Treatment facilities
- Component 2 - Procurement of technical and management capacity building trainings
This particular TOR relates to the Component 2 which capacity development program defined and requested for DOH staff and management which are directly aligned with the approved DOH HEAL Training Plan specifically the rollout of the Basic Psychosocial Support Training for Healthcare Workers.
