The Operations Specialist for UNMAS Somalia is responsible for leading UNMAS explosive hazard
threat mitigation support to AU/ATMIS Forces, both military and police, in the Sector. Under the supervision of
the ATMIS Support Project Manager, s/he will be responsible for the following functions:
• Comprehensive
general operational management of the Sector Operations office, acting as the
most senior UNMAS representative in the Sector;
• Close liaison with ATMIS Sector leadership
as the UNMAS Sector representative;
• Facilitate liaison with UNMAS-trained Somali
Security Forces teams and/or UNMAS contracted organizations operating in the
Sector area of operations as the UNMAS Sector representative;
• Responsible for all aspects of Explosive
Hazard Threat Mitigation (EHTM) activities carried out by personnel under your
supervision and control in the Sector Offices;
• Coordinate, facilitate and prioritize all
operational tasking within office;
• Plan, task, oversee and coordinate the
implementation, execution and completion of all Explosive Hazard Threat Mitigation support to ATMIS operations in the Sector;
• Manage the delivery of operational training
and mentoring, and Explosive Detection Dog (EDD) support with all contractors
to ensure contractual conformity;
• Inputs for maintenance of Training
Management Packages;
• When requested, act as the Investigating
Officer for Detailed Independent Investigations or Boards of Inquiry for
Explosive related accidents or incidents;
• Ensure all Sector IED incident data in the
data is timely captured in the IM system;
• Provide guidance on any specific corrective
actions to be taken by organizations, following an inspection, which finds a
critical non-conformity;
• Ensure proper maintenance of documentation
for all task orders and training records;
• Responsible for UNOPS explosive hazard
management equipment in the Sector;
• Responsible for control and safety of
energetic materials stored in the UNMAS ESH;
• Implementation of a management system and
ensure that the system is being applied in a fair and equitable manner, and
that monitoring does not interrupt or delay activities;
• Regularly monitor performance of UNMAS
contractors and trained teams;
• Other tasks as directed by the Project
Manager and Deputy Project Manager.
