Under
direct supervision of the Head of Programme,
the overall guidance of the Hub Director, and close coordination and
technical guidance of the Regional Infrastructure Lead, the Project Manager is required to perform
the following duties and responsibilities in accordance and full compliance
with established UNOPS rules and procedures and project management
requirements:

Oversee the
design, planning, and implementation of construction works of all building and
external works within the project;
·
Establish
project management plan with requirments and ensure effective and efficient
management of the project;
·
Approve
construction plans and monitor the
progress of works according to contract schedules, specifications and project
plans;
·
Ensure
efficiency gains through regular follow up of project costs throughout the
implementnation phases to achieve maximum value for money;
· Ensure that the construction site meets the health and safety requirments;
·
Inspect
and report on Contractors’ weekly and monthly works in progress, in accordance
with UNOPS standards;
·
Approve Contractors’ set out and works, including
compliance with Contract Specifications and ensure that contractors comply with
their work plans to complete work within specified time frame;
·
Provide support
and guidance to the contractors and assist in resolving site problems;
·
Using
performance management techniques monitor and demonstrate achievement of agreed
service levels and guide necessary improvements;
·
Ensure presence
at the project site(s) in order to monitor progress of works, identiy the
existing problems and provide appropriate solutions through application of
sound engineering standards;
·
Maintain
records, compile and check daily progress reports prepared by the Site
Engineers on construction activities, according to the agreed timeframe of
works for submission to the Head of Programme on a weekly basis and other
periodic reports required by the UNOPS standard procedures;
·
Prepare, check and maintain a database for the available
materials shipped to the project, schedules of labor force, and monitor the of
quality of such during the progress of works;
·
Assess, check,
and approve the contractors’ activities, check and verify the completed work
and make recommendations for progress payments to contractors;
·
Define and
document the construction procedures according to UNOPS specified quality
assurance requirements in full consulation
with the the Regional Infrastructure Lead;
·
Identify, set
the procedures, and check the contractors’ activities to ensure that the
constructed works on site meet UNOPS Quality Control requirments;
·
Identify and
control any environmental risks that can affect the site or the neighboring domestic areas around the site;
·
Ensure timely
coodirnation between Contractors and UNOPS;
·
Check that the
agreed work by project team or
contractors has been completed satisfactorily and follow up on any
deficiencies;
·
Ensure effective implementation and
compliance with security procedures, protocols, and controls to maintain
the safety of the construction site' users and ensure that all project
personnel are well briefed and well informed of the required procedures and
protocols;
·
Identify and
manage risks so that maximum benefit to the stakeholders is achieved;
·
Ensure that all
expenditure comply with UNOPS Financial Rules and Regulations;
·
Manage budgets,
cash flow and obligations to ensure that deliverables are met and payments to
contractors and personnel are received on time;
·
Manage and
remain accountable for expenditures against the budget (based on accurate
financial reports);
·
Generate
periodic reports as per UNOPS Prince2 based project management requirements;
·
Perform other related
duties as required by the Head of Programme.
