Capacity Development Analyst (INTERNAL ANNOUNCEMENT)

UNOPS is the Fund Manager for the Three Millennium Development Goal (3MDG) Fund, a multi donor fund supported by Australia, the United Kingdom, the European Union, Sweden, Denmark, Switzerland and the USA. The Fund was established in 2012 to provide support for health needs in Myanmar.

The three components of the 3MDGF are:

1. Maternal, Newborn and Child Health care. Increasing the availability and accessibility of essential services;
2. HIV, TB and Malaria. Support for specific interventions for populations and areas not supported by the Global Fund;
3. Health systems strengthening.

The detailed programme description is outlined in the 3MDG Fund Description of Action. UNOPS has been selected as the Fund Manager for the 3MDG Fund. The Fund Manager Office (FMO) is accountable to the Fund Board for a number of performance indicators, amongst which IP engagement through grants issuance, grants management and effective and efficient review of IP progress reporting on the implementation of the 3MDG, is a major responsibility of the FMO.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

This role represents an exciting opportunity to work in a large multi-donor trust fund, contributing to the 3MDG’s Health for All team and working closely with diverse local organisations to strengthen their capacity and sustainability, in particular on social accountability, gender equality and inclusion issues. 3MDG has opened a new funding window, ‘Collective Voices’, funding local organisations to lead community-based projects to generate better information around health needs and approaches at the local level. The organisations are implementing projects to empower women to make personal and family health decisions. The incumbent will play a key role in supporting this new and dynamic initiative.

Under overall supervision of the 3MDG Fund Director and direct supervision of the CSO Capacity Building Officer, the incumbent will be placed within the 3MDG Health for All team, and will be required to coordinate closely with the Programme Support Unit (PSU). The Capacity Development Analyst will be responsible for supporting capacity development initiatives (including financial and organizational) for 3MDG Implementing Partners (IPs) and tracking progress for reporting to the Fund Board. The focus will be on supporting and tracking the capacity development of (1) local NGO/CBO/CSO IPs selected to receive targeted Organizational Capacity Development (OCD) through Component 2. (2) local organisations selected to receive funding through the Collective Voices: Understanding Community Health Experiences grants, and (3) other 3MDG IPs as required.

The Capacity Development Analyst will:

1. Support the implementation of the 3MDG Accountability, Equity and Inclusion (AEI) Framework in relation to the three Components of 3MDG programming detailed above.
2. With the 3MDG Performance Management Unit, undertake the review of proposals, partner AEI activities, targets, budgets, log frames and reports (six-monthly and annually), ensuring those proposals are linked to relevant strategies and policies.
3. Support the 3MDG Fund and implementing partners to integrate and articulate social accountability, gender equity and inclusion in health programmes to deliver upon objectives within the AEI Strategy.
4. When required, engage and advocate with the Ministry of Health and Sports (at all levels) and other relevant partners to support the implementation of national commitments on social accountability, gender equity, community engagement and inclusion.
5. Establish/maintain excellent contacts and networking with stakeholders to support CBOs/LNGOs, civil society, gender equality and social inclusion.
6. Conduct regular field visits to sites where 3MDG interventions are funded to identify potential issues and facilitate solutions; monitor progress in implementation of activities progress and results.
7. Organise meetings, workshop and other discussion forums to establish a dialogue on AEI (recommendations/lessons learned) and issues.
8. Organise exchange visits among implementing partners for effective learning, strengthening relationship and improving their capacity on AEI &CS.
9. Contribute to the review and update of the financial management and governance capacity assessment approach of the FMO, incorporating best practices and assessment tools of the public sector.
10. Coordinate the development and/or monitoring of tailored capacity development plans for IPs, based on the outcomes and recommendations of IPs annual financial audits, periodic financial reports, monitoring visits, and capacity assessment reports.
11. Compile information on IP financial and organisational capacity gaps at the end of each semi-annual IP reporting cycle and annual audit cycle, in close coordination with Performance Management Unit (PMU) and PSU colleagues.
12. Manage the implementation of capacity development plans to address identified gaps and weaknesses, and regularly report against progress in implementation.
13. Organise and support IP capacity development and training in financial and organisational management in close cooperation with the PMU, PSU and external specialists.
14. Provision of day-to-day help and guidance to the IPs on financial management and organisational capacity development, including:
15. Analysing and interpreting UNOPS Financial Rules and Regulations (FRRs) and Internal Control Framework, and coordinating with PSU to ensure IP understanding of, and compliance with, these standards.
16. Assisting the IPs in developing or strengthening IP finance manuals and / or Standard Operating Procedures to guide their financial management and organisational activities and ensure accountability
17. Contribute to the coordination of the annual financial audit of Implementing Partners to ensure effective and transparent utilisation of financial resources by the IPs.
18. Actively compile lessons learned and best practices, and sharing knowledge and best practices within the 3MDG FMO and with IPs, on financial and organisational management.
19. Liaise with other Myanmar Operations Center (MMOC) programmes, notably LIFT and the Global Fund, to align to the extent possible IP capacity development efforts by UNOPS in Myanmar.
20. Strictly enforce the zero tolerance policy towards Fraud and Corruption.
21. Perform any other duties as assigned by the supervisors.

• A Master's Degree in development studies, business administration or other  related field is required.
• A Bachelor's Degree in development studies, business administration or other related field in combination with 2 additional years of relevant experience may be considered as equivalent.

• Experience and knowledge at both policy and operational levels of grant implementing mechanisms and close collaboration with implementing partners is an asset.
• Proven experience in organizational capacity development (planning, training and progress monitoring) and capacity assessments and / or audits is considered a strong asset.
• Experience in UN operations, bilateral as well as multi-donor funding is an asset
• Excellent writing and analytical skills required.
• Good computer skills, including MS word, Excel, Access and Power point required.
• Knowledge of Enterprise Resource Planning software (ATLAS/ERP– type such as Peoples Soft, SAP, Oracle, Citrix, etc., alternatively sound financial management) a strong asset.
• Knowledge of UNOPS/UNDP/UN financial regulations, rules, policies, procedures and practices an asset.
• Knowledge of conflict sensitivity approaches and best practices is preferable
• Demonstrated experience in mentorship, training and capacity building is preferable

• Fluency in written and spoken English & Myanmar Language is required.
